Usually to propose is to ask one's hand in marriage, unless it was in business term (which in this case would be business proposal). A friend of mine made the mistake of saying "When he proposed" while talking to her boyfriend's family (what she meant was when he asked her out - but she didn't know the correct term for it at the time), and it created quite a scene, because the family thought their son had proposed to her. Lol. So "propose" is not a word to be used lightly in the dating world :)

Usually "Would you go out with me?" will suffice :) Though these days it's rarely used (that I'm aware of)

If you're asking someone out on a date, that'll be something like "May I take you out on a date?" or "Would you go on a date with me?" - or something along those lines. Or sometimes, if the person asking is confident, he can say something like "Go out with me" instead of asking.

'Nembak cewek' is a slang, right?....
So peoples usually using 'fess up'... or 'fessing her up'... or 'fessing him up'...

Usually in English speaking countries fess up normally to admit/confess (Indonesian translation: mengaku), usually used when you've done something wrong and then you're owning up to it, or also known as fess up.
 
Well sometimes i used some phrase like

"Hey pretty wanna go out for a dinner?"
and
"Bored? let's do something together, it will be fun !"
