A.Background
Small and medium enterprises (SMEs) have been playing a pivotal role in national economic growth and equitable development in developing countries. SMEs are also the main growth engine for a local economy. In the era of global competition, SMEs however are facing many challenges in maintaining competitiveness, due to lack of innovation capability and internal and external networks as well as due to lack of financial and human resources, technologies, marketing information and managerial knowledge. In addressing these issues, some countries have adopted policies to enhance technological innovation capacity for competitiveness of local SMEs. Among those policies, a sub-national innovation system (SIS) or Sistem Inovasi Daerah (SID) has been recognized as a strong policy mechanism for creating an environment conducive for enhancing local SMEs? competitiveness through promoting provincial science & technology, strengthening networking between firms and innovation actors, promoting public-private partnership for R&D, technology transfer and commercialization, and facilitating intellectual property activities.Like other countries in the region, SMEs in Indonesia, have also an important role in work force absorption, poverty alleviation and national economic growth. However, there has been structural weakness in SME sector in terms of technology with respect to management, production and competition as well as material access. The less adoption of R&D products in the private sector impeded the progress of technology-based SMEs creation. The Government of Indonesia well recognized the role of innovation in strengthening competitiveness of national economy and set it as one of top priorities of national development agenda. As such, the Mid-Term National Development Plan (RPJM, 2004-2009) incorporated the following policy directions to enhance national S&T capacity: enhance the focus and S&T capacity of R&D institution; accelerate diffusion and utilization process of S&T results; strengthen S&T institutional aspects; and create conducive climate for innovation in the forms of appropriate incentives schemes to strengthen industry competitiveness.Experience from other countries suggests that a strong sub-national innovation system could contribute to the strengthening of industry competitiveness inclusing SMEs sector in the region. This experience that will be shared by resource persons from Asia and Pacific Counties could give some insight for Indonesia in its attempts to strengthen its own sub-national innovation system (Sistem Inovasi Daerah). B.Objective
To further promote the understanding of policy makers of targeted countries on the SIS policy intervention, and to assist in designing their unique SIS policy framework.

Policy makers from related ministries (industry, cooperative and SMEs empowerment, science and technology, national development planning, home affairs), Bappeda and Dinas-Dinas Pemda, industry association, chamber of commerce, Industry, Academician, and researchers.
